The Health Insurance Portability and Accountability Act (HIPAA) prevented a
Bradford High teacher from finding her daughter after she was seriously
injured in a diving accident. 18-year-old Kelsey App broke three vertebrae
after striking a cliff while diving into the water in Liberty Township last
week.

She was flown to Altoona Hospital.

Her mother, Spanish Teacher Patricia App was unable to find out for sure
about her daughters condition, or even a definitive answer on where her
18-year-old daughter was taken for treatment.

Officials at Altoona hospital were prohibited from telling Mrs. App if her
daughter was being taken there, Medics and emergency responders cannot
release information on the scene either, without permission from the
accident victim.

Mrs. App says her daughter was not paralyzed in the incident, but she will
need to wear a back brace while the broken vertebrae healed.
