The McKean County Jail is overcrowded

That's County Commissioner John Egbert, who offered a solution to that
problem, by entering into a contract with BI Incorporated to use the
EXACUTRACT system.

The Ankle bracelet service will track people on work release.
The deal should help control the prison population by giving the court a
better house arrest option.

The monitoring system will also help keep track of work release inmates,
considering that more than once this year, jail inmates have walked off the
job and fled the state.
